The International Foundation for Aids to Navigation (IFAN) proudly participated in the inaugural General Assembly of the International Organization for Marine Aids to Navigation (IALA), held from February 18 to 21, 2025, in Singapore.
This landmark event marked IALA‘s transition from a non-governmental organization to an intergovernmental organization, underscoring its pivotal role in enhancing global maritime navigation safety.

The assembly convened approximately 400 delegates from 65 countries, providing a unique platform for IFAN to engage with international colleagues and discuss advancements in navigational safety and marine environmental protection. Key topics included the development of aids to navigation (AtoNs), vessel traffic services, and the integration of emerging technologies.
In addition to the General Assembly, IFAN’s CEO, Catherine Mulvihill, and Development Manager, Francesca Pradelli, presented in the Seminar on Safety of Navigation: Digitalization and Implementation of AtoN Services, organized by the IALA World-Wide Academy on 17 February. Preceding the General Assembly, the seminar explored the evolving obligations of coastal states in marine AtoN management and examined the latest advancements in digital navigation technologies. Experts from legal, technological, and capacity-building fields shared insights on how digitalization enhances maritime safety.
IFAN reinforced its commitment to promoting innovation and knowledge exchange to improve global navigation safety.

IFAN remains steadfast in its mission to support competent Aids to Navigation authorities worldwide, with a particular focus on Small Island Developing States (SIDS), Least Developed Countries (LDCs), and countries from the Global South. Through the Middle East Navigation Aids Service (MENAS), IFAN delivers essential technical assistance in the realm of marine aids to navigation.
In alignment with its commitment to enhance AtoNs governance frameworks and capacities, IFAN took the summit as an opportunity to reaffirm its support for the IALA World-Wide Academy (WWA). The academy plays a crucial role in providing training and resources to enhance maritime safety globally. A long-term sponsor, IFAN is set to continue supporting the World-wide Academy to promote the harmonization of marine aids to navigation.
IALA General Assembly also saw the adoption of the “Singapore Declaration,” a document emphasizing IALA’s dedication to international cooperation and the advancement of maritime safety standards. This declaration aligns with IFAN’s objectives of fostering safe and efficient vessel movements while safeguarding marine environments.
